UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found council budgets being stretched by the growing number of children and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study found.
